J, your representative is right that non-citizens are counted towards Congressional Apportionment.

As far as how much that has influenced their apportionment… There are 2.2 million (2000) estimated illegal immigrants in California according to USCIS. http://www.usimmigrationsupport.org/california.html
I’m just guessing without going through the formula, but even if you shaved that current number off of their 33.8 million population (2000 census) they would still have over 50 Representatives even if they lost 1 or 2 based on non-citizen numbers.
So ignoring non-residents in CA and TX, although highly debatable, would potentially be enough to give Montana 1 extra rep. The good news is you can’t go below 1 House Rep!
